The Phoenix Fan Force Constitution

Mission Statement
The Phoenix Fan Force (PFF) is a non-profit club for fans of the Star Wars saga. The PFF was formed to facilitate getting fans together in our community and helping them meet and interact with each other. The PFF will endeavor to attend conventions, movie screenings, book signings, and any other events related to the Star Wars saga. The PFF also gathers for movie viewings, restaurant outings, parties and line-up events for upcoming cinema releases. The Forums on our website are used by PFF members to meet fellow like-minded folks in our local, physical community. Our Forums are also an online tool for us to get together, discuss, and plan outings and events.

Rules and Regulations
Membership: To become a PFF member one must create a user account at the forums here. It is preferable that one lives in the general Phoenix area though exceptions are made regularly.

Dues: There are no official due to maintain membership in the PFF. Becoming a PFF member is free, and as a member you will never be obligated to do or pay anything. However, some things do require money. In these events, the Treasurer will collect money on a voluntary basis. Each member can contribute as much as they feel comfortable with. The Treasurer will record who paid and what amount, so that if the total amount needed is not reached, every member who paid in will get their money back. If any funds are left over, they will be used to purchase meeting necessities (i.e. eating utensils) or saved for our next collection.

Official Meetings: Official Meetings are held on the second Saturday of every month, at the Mesa Atomic Comics location. Meetings start promptly at 3:00PM. Official meetings will be conducted in the following order: The President will call order. Any items and upcoming events on the agenda will be discussed. If necessary, voting will take place. Finally, new members will be introduced, and there will be an open floor for anyone who wishes to bring up additional topics for discussion. Often times after the meeting, the group adjourns to a nearby restaurant or a member's home for food and relaxation.

Voting, Nominations and Eligibility: The majority of the PFF Council must be present at an Official Meeting to call a vote. If a member wishes to cast a vote on a topic, but cannot attend the Official Meeting, they may Private Message their vote to at least two PFF officers prior to the day of the meeting. The officers will then cast the absentee ballot for the member. All votes will be won with a simple majority. In the case of a tie, the Council will convene privately to vote as a tiebreaker. Council positions will be voted on every six months (currently in April and October). Council members may run for consecutive terms. The procedure for nominating a member for a position of office is as follows: Nominations for officer positions will be accepted at the beginning of March and September, one month before the elections in April and October, respectively. A nominee must receive two nominations aside from themselves, and accept the nomination. The nominee must be at least eighteen years of age and an Arizona resident at the time of the election. Nominations will close one week before the election meeting, to allow time to print ballots. Late nominations may not appear on the ballot, but if all eligibility criteria are met, the nominee is eligible for a write-in vote. In order for a member to be eligible to vote, they must either live in the general Phoenix area and be present at the meeting, or have a minimum of 250 posts on the PFF forums. This is to ensure that a member is active enough to understand the issues at hand and cares enough about the group to participate. Phoenix Fan Force officers reserve the right to deny a member the right to vote based upon but not limited to a member violating TOS and/or the Constitution, ballot stuffing, mental incapacities preventing a vote, etc. The Member Advocate will be responsible for defending all members' right to vote.

Misconduct: If any person attending a PFF activity, meeting, or event acts disorderly or in a way that is disruptive, the President will attempt to rectify the situation. If the situation cannot be resolved, the offending individual may be asked to leave the meeting or event. If any person disobeys the Terms of Service on the Fan Force Forum, an officer or moderator will warn that individual of the infraction and attempt to correct it if possible. Repeated or severe infractions may result in a temporary ban, which will either automatically expire after a fixed amount of time, or (in extreme cases) will last until the next regularly scheduled PFF meeting, at which time he/she will be given an opportunity to plead his/her case to the attending members. If a ban vote is passed, that person is expelled from all meetings/events as well as the Fan Force Forum indefinitely. If the members vote to let the person remain, his/her Fan Force Forum account will be immediately reinstated. These same rules also apply to Council members. Any member may request the investigation of a Council member by the Member Advocate or RSA.

Underage Members: As per the Children's Online Protection Act or 1998, anyone under the age or 13 cannot sign up for membership on PHXFF.net. Anyone aged 13 years or older may become a member, post on the Fan Force Forum, and attend Official Meetings. Anyone under 18 years of age is required to fill out a Parental Consent Form to participate in any PFF event. You must be at least 18 years old to become a Council member or to participate in the "Cantina" mature forum on the PFF website.

PFF Officers and their Duties
President: The council President is the single point of contact for all Club related issues. He/she handles and/or coordinates all external activities (Cons, events, etc.). The president will inform the Chapter Rep of topics that need to be relayed to TF.N, and is in charge of all Council and Club meetings.

Chapter Representative: The Chapter Representative is the single point of contact for all Fan Force Forum issues on TheForce.net. He/she handles communications and activities between PFF and TF.N, working closely with the RSA. The Chapter Rep posts notifications of official events and topics of importance on the TF.N Fan Force Forum. In the case where the President is unable to attend a meeting, or complete his/her duties, the Chapter Rep acts as President until such time as the elected president returns or a new president is chosen at the next regularly scheduled election. In this case, the Council may appoint a new Chapter Rep. Additionally, the Chapter Rep is a position of power on TF.N boards. He/she provides support for Fan Force Forum issues, unless it requires escalation to the RSA. The Chapter Rep may also provide monthly status report to the RSA, if necessary.

Secretary: The Secretary handles and/or coordinates all internal activities (Council meetings, Official Meetings), makes sure that Council is up to date on topics and information and handles preparation for Official Meetings (Gathering topics from the members, securing meeting location, etc). It is also the Secretary's duty to post the upcoming meeting agenda, and post the minutes afterward.

Treasurer: The Treasurer is the single point of contact for all financial issues. He/she maintains an active log of Club treasury, income, and expenditures. The Treasurer collects all money taken along with the member's name, the amount they have paid, and the cause. He/she is responsible for safe keeping of funds and necessities (communal eating utensils, signage, flyers, etc) and making sure that they are provided at meetings and events.

Historian: The Historian is the single point of contact for collecting all pictures, clippings, flyers, and other media that serve as a record of Club activities. He/she takes and archives the minutes of each Council meeting and Official Meeting, including a list of members in attendance, and voting results.

Webmaster: The Webmaster is the single point of contact for PFF website-related issues. He/she will update the website as necessary with materials provided by the Officers. The Webmaster is also responsible for account management and the banning or temporary banning of members when deemed necessary.

Member Advocate: The Member Advocate is not a PFF officer, though is elected like one. He/she has no vote in the council, but may still vote in regular elections, with the members. The Member Advocate is responsible for holding the Officers to their respective duties, and ensuring accountability of the officers to the Members. Additionally, the Member Advocate investigates concerns voiced by the members, and lobbies for their position with the officers.

Regional Support Administrator: The RSA is not a PFF elected office. It is a position of power on TF.N. He/she is the "face" of TF.N for the Fan Force cities in his/her region. He/she is responsible for addressing any and all concerns issued by these cities. The RSA will interface directly with the Chapter Representatives to achieve these ends. The RSA assists Fan Force cities in devising and implementing Fan Force activities. The RSA will engage Fan Force Global Support for the escalation of all issues that cannot be directly addressed or resolved on a regional level. Situations in which this is necessary will vary.

Moderators: PFF moderators are responsible for policing the various forums on PHXFF.net, and ensuring that the members are adhering to the rules and guidelines set forth in this Constitution and the Terms of Service. Powers of the moderators include moving threads to the appropriate forum, locking or deleting threads with inappropriate content, and ensuring the fair treatment of all members. Any moderation performed by the moderators will be recorded in a thread in the private Moderator's Forum. All PFF officers have moderator powers, as does the Member Advocate. Additionally, the Officers may appoint new moderators for the boards as a whole or for individual forums as they see fit. The only Officer with the ability to ban a user is the Webmaster, and can only do so as set forth in the Misconduct section.
